The attainment of any object is conditioned upon knowledge, volition and action. Unless these three conditions are forthcoming there is no execution or accomplishment.
The photograph is of the cornerstone of the House of Worship in Wilmette, IL in USA, which was laid by 'Abdul-Baha on His visit. I found the following excerpt from Dawn Over Mount Hira quite interesting:
A photograph shows 'Abdu'l-Baha... laying the cornerstone of this Temple. The Master is seated, perfectly natural and at ease, holding a wooden implement of some kind. Every one in the picture looks serious, and aware. ...The Master broke the earth with a gold trowel; then He called for more workmanlike implements and they brought an axe and shovel. The nations whose citizens helped break the ground that day were Persia, Syria, Egypt, India, South Africa, England, France, Germany, Holland, Norway, Sweden, Denmark, the Jews of the world, and the American Indians. When the Master set the stone in its place He said, "The Temple is already built."
In the same way, we Baha'is know that the federated world of the future--the Most Great Peace--is already built.
